The UN Capital Development Fund (UNCDF) makes public and private finance work for the poor in the world’s 46 least developed countries.  UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development. 


The Assignment

The Pacific Insurance and Climate Adaptation Programme (the Programme) is a new initiative of the UNDF, in partnership with the United Nations Development Programme and the United Nation University Institute for Environment and Human Security.  The focus for the Programme is on developing innovative, inclusive insurance and climate disaster risk financing instruments in the Pacific.  

VSA is currently recruiting for a Country Coordinator to work for the Programme in Vanuatu for a two year fixed term in-country assignment.  The purpose of the role is to provide the following expertise:

  • Develop and build partnerships and drive the implementation of the project with key stakeholders including relevant Government Departments, the Reserve Bank, private sector entities, particularly within the insurance and financial services industries, and community services organisations
  • Draft relevant policies, and provide technical advice, support, and assistance with respect to climate and disaster risk finance instruments.
  • Build capacity through the transfer of skills and knowledge across key participants in the local insurance and financial services sector


The Volunteer

You will bring the following qualifications, knowledge, skills, and experience to the table: 

  • Financial services and financial policy development experience.
  • Climate disaster risk financing experience. 
  • Development finance experience;.
  • Capacity building with Government stakeholders and private sector stakeholders.
  • Insurance/finance qualification.

This work is pioneering for Vanuatu as at present, as there are no climate disaster risk financing (CDRF) instruments offered in Vanuatu or in the Pacific by insurers or service providers that targets individuals, households, MSMEs, cooperatives at the micro to meso level.  As a senior level expert in your field, you will acquire significant personal satisfaction by using your skills to assist the UNDF.
