About the Australia-Pacific Partnerships Platform


The Australia-Pacific Partnerships Platform (the Partnerships Platform) is an Australian Government initiative funded by the Department of Foreign Affairs and Trade (DFAT) and managed by DT Global. It provides Pacific Island Countries with a suite of flexible, fit-for-purpose options that support broad governance and stability development outcomes.

 

About the Role


Partnering with the Nauru Government to achieve joint development objectives, Australia invests in health, gender and social inclusion, economic governance, education and infrastructure, to achieve joint development objectives (for more information please visit https://www.dfat.gov.au/geo/nauru).

 

Embedded in the Australian High Commission (AHC) in Nauru, the Development Specialist will work as part of the High Commission team to support the management and delivery of Australia’s aid program in Nauru. The position will report to the Deputy High Commissioner and support a team of up to four locally engaged staff.

 

Key Responsibilities

 

The Development Specialist will:

  • Support the implementation of Australia’s investments in a range of sectors.
  • Monitor and evaluate program performance to inform broader performance reporting as well as program decision-making.
  • Identify and act on opportunities to initiate program management improvements and innovation to support and inform planning and implementation.
  • Lead, design and implement development program management capacity development activities for AHC personnel.
  • Provide cross-sector coordination and problem-solving support to in-country advisory roles as required.
  • Report on program outcomes including cross-cutting issues and risk management.
  • Provide strategic advice and input into briefing, financial analysis and compliance reporting to Senior Management, Partner Government agencies and other stakeholders.
  • Provide advice and leadership on complex tasks related to contract management, gender equality, disability inclusion and risk and fraud management for the Nauru development cooperation program.
  • Provide high-level support to the Head of Mission/Deputy Head of Mission in developing and maintaining productive working relationships with key stakeholders, including government officials, international donors and implementing partners to promote DFAT’s policy and programming interests.

 

About You


You are an experienced specialist with extensive experience working with bilateral or multilateral funded projects, including high-level experience in program management, financial management, contract management and monitoring and evaluation.

 

To be successful in this role, you will have tertiary qualifications in international relations/development or equivalent experience and training. You will have experience in the implementation of a range of personnel capacity development approaches. Experience working for Australian Aid or DFAT in the past is an advantage.

Essential qualifications and experience

  • Tertiary qualification in international relations/development or equivalent experience and training.
  • Extensive experience working with bilateral or multilateral-funded projects, including high-level experience in program management, financial management, contract management and monitoring and evaluation.
  • Demonstrated experience in the implementation of a range of personnel capacity development approaches.
  • Demonstrated understanding of the importance of cross-cutting development issues such as gender equality, disability and social inclusion (GEDSI), child protection, safety and the prevention of sexual abuse and harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.
  • Excellent written communication skills (English) and the ability to produce reports and briefs for a range of audiences.
  • Experience living and working in the Pacific and in resource-constrained environments.

Other Information


Applicants (and approved dependents) will need to undergo psychometric and medical screening prior to deployment. Housing, mobilisation, and demobilisation airfares will be provided as part of the overall remuneration package. This position is accompanied, noting that the deployment of dependants will require assessment and approval by DT Global.
