We work across three practices areas, energy, infrastructure and development, to support clients, such as, Customs and Border Protection, U.S. Trade and Development Agency (USTDA), Millennium Challenge Corporation, and the U.S. Agency for International Development.

Green Powered Technology (GPTech) is seeking a Field Engineer to provide support on the United States Agency for International Development (USAID) Solomon Islands Strengthening Competitiveness, Agriculture, Livelihoods and Environment (SCALE) – Architecture and Engineering Support (SCALE-A&E) activity. The objective of this activity is to further enable the agricultural sector to be a driver of economic growth and inclusive development in the Solomon Islands. The sector will benefit from improved infrastructure and logistics, enhanced support programs, particularly for smallholders, and improvements across the agriculture value chain. The Field Engineer will assist with planning and implementing the SCALE A&E activity, meeting deliverables, undertaking reporting requirements, and ensuring activity rollout in Malaita. The successful candidate will endeavor to ensure that the activity alignment complies with all USAID rules and regulations. The ideal candidate will be organized, results driven, detail oriented, and able to execute tasks independently with a high level of accuracy. This position will be located in Malaita with expected travel to the local offices and the Honiara office in the Solomon Islands.


  • Act as the GPTech main point of contact for local stakeholders in Malaita including, but not limited to, tribal representatives, community groups, non-governmental organizations, faith-based congregations, commercial organizations, MPA administration (especially the MPA Planning Unit), local contacts for line Ministries, and others with an interest in the objectives of SCALE A&E.
  • Participate in the assessment processes of the targeted locations to identify required plans including the procedures, items, and equipment.
  • Help to plan and implement transaction advisory services (supported by embedded or contacted advisors) to provide scoping, pre-feasibility, and full feasibility studies for contracting, bids/proposals, and evaluation support for selected rural infrastructure projects.
  • Analyze existing site/facility conditions and determine requirements for site/facility users, considering market conditions, durability, and practicality for local stakeholders.
  • Analyze legal and statutory conditions, land use, utility and service availability, and accessibility.
  • Evaluate site conditions for design parameters including topographic, geotechnical, hydrological, agricultural, economic, financial, market, materials, environmental and social data.
  • Support the development of project designs, including drawings, bills of quantities and specifications for materials, equipment, and construction. Designs may include site plans, grading, hydrology and drainage, horizontal and vertical alignments, foundations, structures, architectural details, equipment and furniture plans, electrical, mechanical, and communications systems, as applicable.
  • Prepare procurement packages for solicitation.
  • Identify potential bidders and complete market research. Develop a short list of construction/ supplier contractors.
  • Assist the statutory authorities and interested parties in increasing the supply and coverage of electricity in rural areas using renewable energy resources.
  • Evaluate other renewable resources, adopting both appropriate technologies and institutional arrangements including community management, public-private partnerships, and independent power producers.
  • Support the introduction of product standards for appliances including labeling, energy-efficiency ratings, and promotion of energy-efficient technologies.
  • Ensure full attention is paid to gender issues, climate change resilience, creating opportunities for disabled people, and environmental and social impacts.
  • Help implement the communications strategy, in particular by promoting the work of the SCALE A&E activity and the wider SCALE partnership to stakeholders, recording photographic evidence of success stories, before/after situations and major events.



  • Diploma in Civil Engineering or similar from an accredited institution
  • 10 years of appropriate experience in rural infrastructure
  • Experience in developing clear and concise construction documents for tender
  • Experience in reviewing tenders and developing recommendation for award
  • Strong construction management experience including ability to review contractor work plans, budgets, and work progress
  • Strong background in leading capacity building initiatives and quality control
  • Strong ability and demonstrated experience in mentoring and building high-performing engineering teams with civil engineering and construction supervision
  • A clear understanding of assets, transport, property ethics, and donor compliance
  • Ability to interact effectively with international and national personnel
  • Fluent in English, Pijin, and other local dialects, both written and verbal
