Project Overview

The Pacific Labour Facility (PLF) facilitates seasonal and longer-term work opportunities for Pacific workers in Australia. It connects Australian employers with Pacific workers, supports the administration of the Pacific Labour Scheme and provides targeted support to the Seasonal Worker Programme.


About the Role

The Quality, Learning & Performance (QLP) In-Country Co-ordinator will support the Ministry of Employment, Productivity and Industrial Relations to build the capacity of the National Employment Centre (NEC) to collect and use their own data. The role will also help to implement the PLF Monitoring, Evaluation, Research and Learning Framework, coordinate with research partners, undertake learning activities and promote Gender Equality, Diversity and Social Inclusion (GEDSI) objectives. The Coordinator will work closely with the Pacific Labour Scheme Labour Mobility Engagement Manager and Director NEC and be supported by the Quality, Learning and Performance team of the PLF in Brisbane, Australia.  


This is a twelve-month fixed-term contract with the potential to extend a further twelve months dependent on PLF program needs.


About you 

It is essential that you have outstanding interpersonal skills and the ability to establish strong working relationships with a diverse group of stakeholders in different locations. You must have the ability to work within a Fijian Government operating context. Strong self-motivation and a high level of initiative are also important. Your senior experience will ensure that strong monitoring and evaluation systems and processes will help inform NEC and PLF decision making and provide learning for program improvement. The role would suit someone with a background in data analysis, monitoring and evaluation and/or research, and an interest in labour mobility and its benefits for Fiji.


Essential Criteria 

  • Tertiary Qualifications in Social Sciences; Management; Business/Commerce; Development; Statistics or other relevant discipline and demonstrated experience working in a related field
  • Experience in qualitative and/or quantitative research and data analysis
  • Demonstrated technical skills in data collection and analysis with MS products, especially Excel
  • Familiarity with Management Information Systems related to data collection and reporting
  • Experience in managing and implementing projects 
  • Demonstrated understanding of Gender Equality, Disability and Social Inclusion (GEDSI) processes, principles and practices
  • Experience and/or understanding of the Fijian Government operating context and experience working with, or fostering relationships with, other stakeholders including civil society organisations, academic institutions, private sector and development partners
  • Excellent English written and verbal communication skills for high-level external engagement and report writing
  • Experience in facilitating workshops, training activities and coaching/mentoring of others.


There will be opportunities for the selected candidate to engage in learning and collaboration with QLP In-Country Coordinators based in other Pacific Island locations. There may also be an opportunity for the selected candidate to be responsible for the day to day supervision of other QLP In-Country Coordinators. This will be based on the skills and experience of the successful candidate and at the recommendation of the MEL Manager.
