Assignment Title: Conduct of National Forest Inventory, Analysis of Activity Data,

Establishment of National Forest Reference Level (FRL), Development of Monitoring,

Reporting and Verification (MRV), Database Design and Management for Forest Lands

in Vanuatu.

The Republic of Vanuatu has received financing from the Readiness Fund of the FCPF

administered by World Bank toward the cost of the FCPF Readiness Plan Preparation

Project, and intends to apply part of the proceeds for consulting services of “Conduct of

National Forest Inventory, Analysis of Activity and Emission Factor Data,

Establishment of National Forest Reference Level (FRL), Development of Monitoring,

Reporting and Verification (MRV), Database Design and Management for Forest

Lands in Vanuatu”.

 

The core of this consultancy is that the FCPF Grant for implementing REDD+ Readiness

Program needs to develop the national forest reference level (FRL) for submission to

the UNFCCC and design a national forest monitoring system to monitor and report on

the forest resource of the country to the UNFCCC in compliance of the Warsaw

Framework on REDD+.

 

The consulting services (“the Services”) include:

1. Conduct of National Forest Inventory (NFI) of Vanuatu that is representative of

different island regions and forest types of Vanuatu. The NFI is expected to be completed

using statistical sampling approaches to ensure systematic assessment and

estimation of Vanuatu’s forest resources.

2. Analysis of activity data on forest cover and forest cover change is assessed using

remote sensed satellite land use monitoring system covering all islands of Vanuatu. The

activity data on the magnitude of human activity on forest resources is to be assessed

using satellite data on spatially explicit observations of forest cover and forest cover

change.

3. Estimation of emission and removal factor data that is representative of forest

resources of Vanuatu. The NFI measurements are expected to result in assessment of

forest carbon stock using biomass expansion factor and/or allometric equation approaches

to estimate the country-specific emission and removal factors.

4. Establishment of National Forest Reference Emissions Level (FREL)/Forest

Reference Level (FRL) for Greenhouse Gas (GHG) emissions and removals. The

FREL/FRL is expected to serve as reference or benchmark for assessing the

performance of REDD+ implementation.

5. Development of National Forest Monitoring System (NFMS) based on cost-effective

monitoring; and measurement, reporting and verification (MRV) that support REDD+

implementation.

6. Design of database management and information system to support monitoring and

measurement, reporting and verification (MRV) of GHG emissions and removals, and

biodiversity and safeguard information systems.

 

The consulting services should comply with the following requirements.

i. The outputs need to comply with the requirements of UNFCCC REDD+ Warsaw

Framework; IPCC2003 Good Practice Guidance on LULUCF; and IPCC 2006 AFOLU

Guidelines.

ii. The data on forest resources and forest cover change should comply with the IPCC

Approach 3 for Activity Data and tier 2 for emission/removal factor data and meet the

requirements of UNFCCC accounting and reporting.

iii. Work should be conducted in close coordination with the Technical Committee,

National REDD+ Unit, Departments of Forestry, Agriculture, Environment, and Climate

Change, and national agencies responsible for communication with UNFCCC and other

relevant stakeholders.

iv. Data, equipment, and outputs/reports procured using REDD+ Readiness funds shall

be submitted to the REDD+ unit and is the property of the Department of Forests,

Government of Vanuatu.

v. The outputs and reports of the consultancy should meet the quality requirements

acceptable to the National REDD+ Unit.

 

These activities will support to monitor forest resources to assess deforestation, forest

degradation and to enhance forest carbon stocks. The period for the implementation of

the services is 18 months.

 

The Department of Forests now invites eligible consulting firms (“Consultants”) to

indicate their interest in providing the Services. Interested Consultants should provide

information demonstrating that they have the required qualifications and relevant

experience to perform the Services. The shortlisting criteria are: (i) Experience in

National Forest Inventory and Development of National Forest Reference Level (FRL);

(ii) Demonstrated experience in analysis of Activity Data of Forest Resources based on

Remote Sensing and GIS; (iii) Experience in developing national monitoring systems

and database; (iv) Capacity assessment for stakeholders involved; (v) availability of

experienced and qualified staff (but not individual experts’ bio data); vi) previous

experience in Vanuatu, particularly in relation to the land components or similar

situation of small islands;

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s

Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA

Credits & Grants by World Bank Borrowers, January 2011, revised July 2014

(“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

 

Consultants may associate with other firms in the form of a joint venture or a sub

consultancy to enhance their qualifications. The “association” may take the form of a

joint venture or a sub consultancy, but the form of association must be clear in the

expression of interest. In case of a joint venture (JV), all members of the JV will be

evaluated jointly for the purpose of short listing and shall be jointly and severally liable

for the assignment and shall sign the contract jointly in case of award is made to that JV.

Interested consultants should clearly indicate the structure of their “association” and

the duties of the JV partners and/or sub consultants in their application. Unclear

expression of interests in terms of “in association with” and/or “in affiliation with” and

etc. without indicating the form of partnership and designation of the lead partner may

not be considered for short listing.

 

A Consultant will be selected in accordance with the Selection Based on the Cost and

Quality (QCBS) method set out in the Consultant Guidelines.
