to work with the PACER Plus Implementation Unit.

 

About PACER Plus

The Pacific Agreement on Closer Economic Relations (PACER) Plus (the Agreement) is a landmark trade and development Agreement that was signed in 2017 by the following countries:  Australia, Cook Islands, Kiribati, Nauru, New Zealand, Niue, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu. The Agreement covers trade in goods, services, and investment. It aims to lower barriers to trade, provide greater certainty for businesses, raise living standards, create jobs and increase exports across the Pacific.

 

PACER Plus entered into force on 13 December 2020 for the eight countries which have ratified the Agreement: Australia, Cook Islands, Kiribati, New Zealand, Niue, Samoa, Solomon Islands, and Tonga.

 

Following the signing of the Agreement, the signatories also signed the Implementing Arrangement for Development and Economic Cooperation under the Pacific Agreement on Closer Economic Relations Plus (the Arrangement). The Arrangement provides, among other things, for the establishment of the PACER Plus Implementation Unit (PPIU) to to implement the Agreement and to manage and deliver the five-year Development and Economic Cooperation (DEC) Work Programme co-funded by New Zealand and Australia for a period of five years from 13 December 2020.

 

The successful implementation of the DEC Work Programme will support the Pacific Parties to strengthen, diversify and build their economies’ resilience by integrating with regional and international goods, services, labour and investment markets, to foster growth and prosperity.

 

A Labour Mobility Secretariat will also be established under the PPIU to provide direction on strengthening labour mobility cooperation in the Pacific under the Arrangement on Labour Mobility.


The PPIU has been established in Samoa and is now looking for a team of trade related technical advisers (TRTA) and other professionals to help implement a variety of trade related activities for the PACER Plus Parties.

This “Call for Expressions of Interest” is open to individual consultants and legal entities.


The PPIU is seeking brief expressions of interest (1-2 pages) and curriculum vitae or organisation profiles for technical experts in the following areas:


Biosecurity – Job Code 1269

 

PPIU will support member countries with technical regulations and standards compliance, specifically for sanitary and phytosanitary (SPS) measures and technical barriers to trade.  The PPIU work program is seeking specialists in the following areas:

  • Biosecurity (Quarantine Specialist)
  • Trade Standards and Quality expertise
  • Agricultural products marketing expertise
  • Packing and Labelling Specialist

Qualifications and Experience

  • Tertiary Qualifications are essential and post-graduate are highly desirable
  • A minimum of 10 years of relevant professional experience
  • Previous experience working with Pacific Island Countries is highly desirable
  • Excellent interpersonal, consensus building and representation skills.
  • Excellent written and verbal communication skills (English)
  • Ability to develop productive and collaborative working relationships with a range of stakeholders.
  • Ability to communicate effectively and work with people of diverse cultures and backgrounds.
